2017 Profit Sharing Update

Brothers and Sisters, 
There has been some frustration over the shrinking amount of profit sharing for this year, especially in light of the profit sharing announcement at Delta.  
The reason the committee took this approach was simple. Based upon our goal of protecting your short and long range goals; we determined, based on the economic forecasts of consultant Dan Akins, that profits would drop leading to a substantial loss in your Profit Sharing. This has been borne out as we see that the pilots have taken a stunning 60% reduction in their Profit Sharing. 
While the underlying premise of Profit Sharing is good; the sad reality is that it is tied to the company’s profits and is never a guarantee. Our goal was and will always be to ensure that you are recognized for your efforts.  
Based upon these concerns, the committee determined that it would be far better to capture the highest hourly rate possible, rather than have annual earnings flex with the ability of the company to make a profit, especially during any future recession. We also recognized that other airlines might increase their respective profit sharing formulae or amounts. In order to capture any possible upward change, the committee included profit sharing at other carriers in the industry reset language in LOA #29. 
With our concern that of protecting your finances; and our concerns that the profits would decline, having a negative impact on you, the negotiating committee agreed to the new formula that was based on protecting your hard earned money even in any decline. The reset will occur this December and will take into account the recent increase at Delta Airlines whose profit was much higher than United's. That increase will be applied towards your future raises, and will remain, regardless of the company's profits, for the duration of the agreement and beyond. 
Our goal was then and will always remain; protecting the paychecks and financial futures of you and your family. By moving Profit Sharing percentages to hard dollars in your paycheck, we have insured that regardless of United’s profits or industry economic downturns that will come, your hard work will always be recognized and protected.

eligible candidates accepting  nominations for Chief Steward  Aircraft Maintenance:

All of these candidates meet the minimum requirements.

Voting will be by secret  ballot. Ballots will be mailed to your home address of record at Local 986 on October 5th and  in order  to be counted  must  be received prior  to the time of pickup at the P.O. Box no later than 0800 on October 30. 2017.

Any member  wishing to observe  the pickup and transfer of the ballots to the ballot count  at  LAX should  be at  the  LAX  Post Office located  at 9029  Airport  Blvd., Los Angeles, CA 90009, no later than  0800 on October 30. 2017.

The election  results will be posted  on LAX union  bulletin  boards  and emailed  to all out station  Stewards within 24 hours after the count is completed.

Nominations for Chief Stewards and Flight Safety representative will open on Tuesday, September 5th, 2017 at 0800, two (2) for Aircraft Maintenance one (1) for GSE/Facility maintenance, and one (1) Flight Safety representative. The nomination period shall run for fourteen (14) consecutive days and close at 0800 on September 19th, 2017.

Eligibility for nomination of Flight Safety Representative:
Be a member in good standing.

Eligibility for nomination of Chief Steward will include:
1. Must be an active Shop Steward in good standing for a minimum of 2 years or have been a shop steward at sUA/sCO for a minimum 2 years
2. Must be able to work with Business Agent and Local 986 Representatives
3. Must comply with the IBT Constitution and By-Laws of Local 986
4. Serve as the spokesman of the Union at the worksite
5. Must make Union Business first priority over OT / FT and trade days
6. Must be willing to travel with little advanced notice to conduct Union Business on behalf of Local and International
7. Must be competent in the interpretation and application of the CBA
8. Must be willing to investigate grievances on your own time
9. Must know the grievance process and be able to present at all levels of grievance process including system board and arbitration hearings
10. Must be willing to testify at system board and arbitration hearings
11. Must be able to write appeals on behalf of the grievant
12. Must maintain accurate records of office activities i.e. grievances, LOA's, settlements, etc.
13. The Chief Steward shall establish a shift and day off pattern within the limits of the current Agreement.

You may self-nominate or you may nominate another member. Nominations must be in writing and received in the Chief Stewards office no later than 0800 September 19th, 2017.

If at the close of nominations there is only one (1) eligible nominee (two (2) for aircraft maintenance) that person shall be declared the victor by way of a white ballot. If there is more than one (1) eligible nominee (two (2) for aircraft maintenance) accepting the nomination, there "will be a mail out ballot conducted by the Local. The voting period shall be no less than thirty (30) days and "will close no sooner than October 19ili, 2017.

LAX Shop Steward Nominations

The nominations for LAX Shop Steward Positions are being accepted for all work / bid areas on all shifts. Selections for all Shop Steward Positions will be by majority vote of those casting ballots, from each work / bid areas represented by that Shop Steward. Candidates must be members in good standings.

The open nomination period for Shop Steward Positions shall run for:

Fourteen (14) consecutive calendar days starting:

8AM 08-03-2017 thru 8 AM   08-17-2017

Nominations shall be in writing and submitted to the representing Chief Steward or his designee. Nominations can include yourself or another candidate.

 At the conclusion of the open nomination period, the Chief Stewards will determine if an election is required. Only those work / bid areas having more than one candidate will require an election.

 Voting will begin at 8AM 08-21-2017 by secret ballot and conducted by the Chief Stewards. The open voting period will be seven (7) consecutive calendar days.

 At the conclusion of the voting period, ballots will be counted by the Chief Stewards and at least one other Union member.

 Results of the election will be posted following the conclusion of voting.

Mechanics Update
July 9, 2017

On Thursday July 6th, the company invited the Business Agents to Chicago for the purpose of meeting the new HR team for United Airlines. The meeting was primarily introductory and no specific station or member grievances were discussed. The main topic surrounded the new HR structure along with contact information and station assignments for the new team. This was followed by a conversation on the filing of vacancies.  
Article 3; regarding Bid Area Qualifications has been an open issue for many mechanics across the system. We made some time to discuss this pressing topic and the company has made a suggestion that a process improvement team could be implemented to work out the difficulties with the BAQ’s and Ebid systems. The IBT is in the process of delegating two BA’s to assist on this committee.  
As matter of record, the parties had a brief conversation regarding some open matters and items that are still ongoing in hopes of finding a mutual resolution. Additionally, the badging issue that our members are experiencing at many stations across the system was discussed. A final topic involving return to work generic forms which have become problematic and the need for a case manager was brought up but no solution was found at this meeting. 
Later in the day during a follow up meeting with Labor Relations representatives, the union once again s conveyed that contractual grievances throughout the system are building and have been on the docket for quite some time. It has been mutually understood that these cases must be heard. To help resolve this, both parties are in the process of creating a System Board of Adjustment pursuant to Article 19 that will be held over consecutive days in order to get as many grievances heard and properly adjudicated in a timely manner. Boards disputing contractual language violations will be held in the East, West and Midwest on a rotating basis. Termination cases will continue to be held at the home station per the agreement. 
Six-Year Contract Puts Teamsters at the Top of the Industry

Mechanics at United Airlines stations across the nation ratified a six-year National Joint Collective Bargaining Agreement with the company today after more than three years of negotiations.
More than 9,000 mechanics in the bargaining unit will see their compensation move to the top of the industry, marked improvements in leave and a unique industry reset, which will put the mechanics’ package 2 percent above the highest compensation in the industry every two years. Teamster members will also receive a signing bonus worth tens of thousands of dollars.
“This is a landmark day for the Teamsters,” said Jim Hoffa, Teamsters General President. “From the very beginning of the aviation industry, the Teamsters have been raising standards for workers. As a union, we’ve taken another step up today.”
“This contract represents the largest contract for a mechanics group in airline industry history,” said Capt. David Bourne, Director of the Teamsters Airline Division. “It is a package worth a collective $1.7 billion in improvements in compensation and benefits over the current agreement. I’ve always said proudly that Teamster contracts are the strongest in the industry and this contract is one of our strongest ever. I’d like to acknowledge the incredible work of International Representative Clacy Griswold on this agreement and for decades of service to Airline Division Teamsters.  It is fitting that his storied career would culminate with the largest contract ever for airline mechanics. I’d also like to thank International Representatives Bob Fisher and Capt. Paul Alves and the entire negotiating committee.”
“This contract was possible because of the solidarity we demonstrated shift-to-shift and station-to-station,” said Joseph Prisco, a 27-year mechanic at United Airlines and a member of the United Airlines negotiating committee.
“As mechanics, we’re taught to work as a team to accomplish the important goal of aircraft safety. Using that same team concept, we stuck together with professionalism, solidarity and purpose to get an industry-leading contract.”
