As reported last week; at the direction of the NMB, the negotiating committee and company representatives were summoned to Washington, DC this week to meet with the federal mediators in hopes of resolving the outstanding issues of concern. The meetings started on September 26th with each party explaining their positions to the mediators. The next two days were spent in discussions with both parties explaining their positions and offering potential solutions in order reach consensus on the areas of concern.
As of this afternoon (Wednesday), these discussions were largely complete and the committee was tasked with turning this AIP in to a Tentative Agreement. After some detailed discussion, the committee concluded that the Agreement in Principal has reached all the minimum points required to turn it to an industry leading Tentative Agreement.
In the coming weeks, the full and complete TA, along with all accompanying information, will be compiled and checked for errors by members from the committee. Once this task is accomplished, we will then make it available electronically and through mail to the membership.

On September 19, the National Mediation Board sent a revised meeting notice that reconfirmed the status conference on September 26 and directed the parties to remain in Washington through September 28 to finalize all open issues. The NMB notice also reaffirmed that the NMB’s gag order remains in place, but authorized the parties to disseminate key agreed upon terms of the AIP. Below is a summary of the key agreed upon terms.
Pay:
A&P “all-in” top of scale hourly base rate = $47.31 at date of ratification
All other classifications will receive comparable increases to A&P technicians
Basic Hourly Rate = $40.06
A&P License Premium = $ 5.25
Line Premium = $ 1.00
Max. Longevity = $ 1.00
In addition to the all-in rate, a $1.20/hour VEBA contribution up to 2,080 hours/year-effective with start of new medical plans * see note
Retro Pay:
$185 million pool for lump sum distribution
Average of $20,500 per technician, based on historical earnings
Retirement:
All technicians (including new hires) to participate in defined benefit pension plan
· s-CO & s-UA technicians to participate in CARP, plus additional 1% Company contribution to 401(k) for those with more than 30 years of credited service in CARP
· CMI technicians continue in Western Conference of Teamsters Pension Plan, with comparable, increased company contribution $3.00

Letter of Agreement providing “industry reset” every two years that adjusts pay rates to keep pace with the industry and ensure that United technicians are always at least 2% above AA and DL in total compensation, as established through defined and agreed criteria. UA technician total compensation under the August 12 AIP, per the defined reset formula, would be 5.8% above the industry average of AA and DL.

The IBT negotiating committee met on September 15th and 16th to discuss answers to many questions that were raised after the Agreement In Principal (AIP) was reached. At issue were several items that came to light with the full draft language from the company.
As reported before, the complete language from the company was sent to the committee shortly after the AIP was reached. The committee set to the task of comparing the document line by line in order to verify the language that was agreed to. As a result, a majority of the CBA is complete, however during review the committee realized that some changes were not clear. Some of these noted changes are settled as a result of questions posed to the company, and others required additional meeting time. Each of these changes were somewhat subtle on their own merits, but together, all of these changes created some concern for this committee.
As a result, your committee has voted, and the decision has been made that we do not have a Tentative Agreement at this point. The Agreement in Principle still stands, as well as the NMB gag order. The NMB has directed the parties to meet at their offices in Washington, D.C. on September 26th to discuss the issues.
The committee appreciates your patience as it is understood that this process can be frustrating. The committee believes it is better to get the items right rather than to rush through this process and we ask for your continued solidarity and patience while this process comes to a conclusion.

Your Negotiating Committee met the week of July 25th – 29th, 2016 in Chicago. The week started out with CEO Oscar Munoz talking to the Union Committee. Munoz gave his vision for the future of the Company, including how our group fits in to that strategy going forward. He answered several questions regarding his involvement in facilitating the process of talks that will lead to an industry leading contract.
All the Letters of Agreement (LOAs) from each of the three CBAs were reviewed and put together into a list of those that could be removed, updated, merged with others or moved to Historical Reference Section (HRO). We met with the Company over the next day and a half working through the list. Your committee was able to come to agreement with the company on 17 of the LOAs. The rest of the LOAs are tied to the economic four corners of the agreement and will be discussed during the next bargaining session.
On Thursday, the Company presented a comprehensive counter proposal. This proposal will be reviewed and countered during the next session. Three additional Articles were TA’d after the Company’s proposal.
As a result of the nature of the talks, the NMB has instructed the parties to avoid discussing any details of the proposal. Board member Linda Puchala sent Mediator Gerry McGuckin an email which stated in part:
“The parties have reached a critical stage in the mediation process that entails the discussion of all remaining sections of the contract. This stage of mediation is characterized by the discussion and exchange of comprehensive proposals.”
Further she stated:
“As we enter this stage of mediation the NMB Chairman and the NMB Mediators assigned to this case have asked the parties to refrain from public disclosure of the details of these comprehensive proposals.”
This is commonly referred to as a formal gag order from the NMB. This order preventing the committee members and all parties involved from speaking about the terms discussed during each session will stay in place until the parties reach a tentative agreement.
The NMB has instructed the parties that we will meet the week of August 8th, 2016 in Reston, Virginia.

In attendance for the union were the voting members of the negotiating committee, local business agents, International Airline Division representatives and legal, actuarial and economic advisors. In attendance for the NMB were Board Member Linda Puchala and Deputy Chief of Staff Michael Kelliher. In attendance for the company were staff members representing technical operations, human resources and labor relations. The purpose of the meeting was to discuss the mediation process and schedule for bargaining moving forward.
On Tuesday, June 7, the day began with a briefing by Michael Kelliher. The committee was informed about what to expect in future bargaining sessions and was directed to begin the process of decision-making regarding negotiable and non-negotiable articles. The committee began that process shortly after the briefing. At the request of Linda Puchala and Michael Kelliher, our financial advisor, benefits advisor and pension actuary presented costing information on our current proposal.
On Wednesday, June 8, the negotiating committee officially passed our counter proposal to the company. The proposal finalized in earlier meetings was cleared by the NMB and given to the company. The company was given an overview of the union’s counter offer. United had no initial questions or remarks and retired to their caucus room. In the evening, the financial advisors for the Teamsters and the company met to discuss the economic implications of the proposal in comparison to United Airlines’ last, best and final offer.

Expectations were laid out about articles that were to be discussed in the upcoming session, as well as a schedule for face-to-face meetings.

UAL Negotiations Update

Your negotiating committee met this morning with the National Mediation Board (NMB) at the NMB headquarters in Washington, DC. In attendance for the union were the voting members of the negotiating committee, Teamsters Airline Division Director Capt. David Bourne as well as legal, actuarial and economic staff from the International. In attendance from the NMB were Board Member Linda Puchala and Mediator Gerry McGuckin. The purpose of the meeting was for the Board to review and ask questions to the negotiating committee concerning the union’s comprehensive counterproposal that has been given to the NMB, but not yet presented to United. Issues addressed at this meeting included, but were not limited to, industry-leading wages, benefits and pension after the company’s latest offer was rejected by over 93 percent.
After reviewing the union’s counterproposal, which was finalized and submitted to the NMB earlier this month, the Board wanted to bring both sides individually to Washington, DC to move negotiations forward. Dates for face-to-face negotiations with the company will be determined after meetings between the two sides and the Board the week of June 6, 2016.
Your committee is dedicated to moving quickly in order to get a tentative agreement with the company that is reflective of the hard work, dedication and professionalism of Teamster Technicians and Related members working at United Airlines. The purpose of the meeting was for the Board to review and ask questions to the negotiating committee concerning the union’s comprehensive counterproposal that has been given to the NMB, but not yet presented to United. Issues addressed at this meeting included, but were not limited to, industry-leading wages, benefits and pension after the company’s latest offer was rejected by over 93 percent.
After reviewing the union’s counterproposal, which was finalized and submitted to the NMB earlier this month, the Board wanted to bring both sides individually to Washington, DC to move negotiations forward. Dates for face-to-face negotiations with the company will be determined after meetings between the two sides and the Board the week of June 6, 2016.
Your committee is dedicated to moving quickly in order to get a tentative agreement with the company that is reflective of the hard work, dedication and professionalism of Teamster Technicians and Related members working at United Airlines. As soon as your committee receives information, it will be distributed to you.

When you respond to the questions in the survey, we ask that you take the time to provide a well thought out, honest, and informed answer. Please make sure that you answer every question. Q: What if I don't have time to finish the survey all at once?

Your Local Union Principal Officers have approved this survey of the UAL/CAL/CMI mechanics to be used for the benefit of your negotiating committee.
When you respond to the questions in the survey, we ask that you take the time to provide a well thought out, honest, and informed answer. Please make sure that you answer every question. If you do not finish the survey in one sitting, you can save your survey, return later and pick up where you left off.
Starting today, Tuesday, March 22, 2016, this survey will be available online and will remain available through 5pm Eastern Time, Friday, April 1, 2016. The survey consists of contract topics containing multiple-choice and fill in the blank questions. In addition, at the end of the survey, text boxes are available for additional comments that have not been addressed.

Teamsters from across America gathered
in Manhattan on Tuesday March 8th at the JP Morgan Aviation,
Transportation & Industrials Conference. The event was planned to attract
investors to a variety of corporations, such as United Airlines. The meeting
began at 8am with UAL scheduled first on the agenda and we were there early to
greet the attendees to the conference in a special way.
We made plans and secured assignments
the night before at our hotel across the street. Most picketed around the
buildings entrances displaying large signs announcing the UAL Mechanics
potential strike. Other teams held several 10 foot banners which exclaimed “No
Contract - No Flights.” Along with the banners and picketers, several Teamsters
were handing out leaflets explaining our cause to those potential investors who
were entering the building. In a bold move, a small group even held ground
inside the building in order to help spread the word to any who somehow slipped
past the hundreds who gathered outside. If the flyers, signs, or chants were
not enough to gain their attention, the 18 wheeler Teamster semi from Local 817
and bus from Joint Council 73 parked outside the glass wall of the building
gave no doubt who was diverting attention from the conference participants.
All of this was designed to increase
doubt among potential financiers thinking of investing with United Airlines.
Threats of strike and organized employee conflict are not the message UAL
intended to portray on this opening morning of the conference. The Teamsters
would not be ignored.
Drawing on years of experience, your
fellow Teamsters and leadership left nothing to chance. Highly respected civil
rights attorney Norman Siegel was retained and on hand to protect our members
when, as expected, the NYPD showed up in force. Norman held the police at bay
and even successfully prevented those protesters inside the building from being
ejected by private security guards who stood by helplessly. Personnel from the
International, including well organized representatives from the Capital
Strategies and Communications departments, were joined by Local Leaders to help
coordinate and keep things running smoothly. We were given instructions by the
International Representatives and Mr. Siegel the night before on what to do and
what to expect and everything went according to plan.
Our protest was effective! In addition
to embarrassing UAL at a time when they had hoped to attract investors, there
was a last minute move by JP Morgan to repeal the Teamsters request to
participate officially in the meetings. The IBT invests millions of dollars
through JP Morgan and this miscalculation was not only an insult to the 1.4
million Teamsters, it was a discourtesy to a very large customer.
In a surprising coincidence, former
Continental CEO Gordon Bethune made an announcement that he will lead an
insurrection against United’s Board of Directors. Mr. Bethune places blame on
the UAL Board of Directors for the negative direction of the company and the
culture of disrespect to employees and customers. Our recent public protests
against United at such a critical time will bolster his efforts to replace the
current BOD with those who are more qualified to lead an airline. With Mr.
Bethune at the helm, new leadership might understand the value of a dedicated,
hardworking, and well compensated workforce.
Teamster Airline Mechanics
representing Los Angeles, San Francisco, Seattle/Portland, Denver, Houston and
Boston, as well as Washington DC, Cleveland, Orlando, New Jersey and New York
Locals all participated in this rally. Non Airline Division Locals in the New
York area and Joint Council 73 offered us tremendous support. We are planning
more protests and will continue to put United’s poor decisions in the spotlight

Special Update
Today, in a continuing and powerful display of solidarity at airports across the country, United Mechanics protested and passed out information to passengers in front of United’s ticket counters. The message reflected in our 93% NO vote is clear; this substandard proposal is an insult to our craft, and is completely inadequate. We will not rest until an industry leading agreement is in place for United’s Mechanics. The time is NOW for this company to deliver on the many promises they have made to make us industry leaders in every aspect of our collective bargaining agreement.
On the heels of this forceful display of member power and driven by disdain for United’s bad faith bargaining; this afternoon, Airline Division Director David Bourne directed attorney Nick Manicone to hand deliver our request for release from mediation to the NMB. The company made it clear in November that they would negotiate no further and refused counter proposals from the negotiating committee. This is the very definition of an impasse, and we demand that the National Mediation Board exercise its legal responsibility and release us.
On Tuesday, March 8th we will take our message directly to investors of United Airlines at the J.P. Morgan Aviation, Transportation and Industrials Conference in New York City. This conference will bring together over 500 corporate leaders, financial sponsors, and institutional investors from over 70 companies. United Airlines will be first on their agenda that morning and we intend to welcome them. We will conduct an information picket beginning at 7:00am to make one thing crystal clear; that a strike at United is imminent unless they change their ways.
We request that all local unions send staff and/or members on lost-time to join the picket.
People should arrive by the evening of Monday, March 7th and plan to stay until the afternoon of Tuesday, March 8th. Hotel details will follow soon.

Airline Division Achieves Improvements for FST’s
Today the Airline Division is proud to announce that two MOU’s (Memorandum of Understanding) have been agreed to and finalized in regards to the FST (Flight Simulator Technician) group. Local 19 began this work during negotiations last year, but talks on these MOU’s stalled recently. Leadership from the Division reached out to leadership from the company to jumpstart these talks. In addition to finishing the MOU’s a verbal understanding was reached with the Division in regards to the FST move packages. If there is not a joint agreement in place when the simulators are consolidated into the Denver facility, the affected FST’s will use the move package in the Technician’s agreement. This is an improvement over the current move package in the standalone sCO FST CBA.
The first MOU allows for the continued operation of the training door shop crew in Houston. This MOU will protect members in IAH working on the Flight Attendant door training module. The second MOU protects those FST’s in IAH that have an A&P license. The company will carry an overage to allow these technicians to remain in Houston rather than relocate them to the Denver facility.
Fortunately, by pressing the company on these issues and continuing work into this weekend, the FST group was able to gain these improvements. Copies of these MOU’s will be distributed shortly to the affected members.

A message from YOUR Negotiating Committee

On Monday February 29th, the full negotiating committee met for the first time since Mike Bond’s last best and final turd was overwhelmingly flushed down the toilet. The purpose of this meeting was to organize the next steps and how to best proceed moving forward.
The meeting opened with a short recap of the various station protests that have happened over the last two weeks. This topic was raised first as it is of paramount importance. This committee is only as strong as the support we are given by the membership. 93% of our membership voting NO was a huge message to the company, and it should be a sounding message to all of us. Our task is to keep that momentum moving in a positive direction. Our support at these rallies was generally good and many members turned out to protest, however, we are still very far from a 93% turn out at these rallies’.
Make no mistake about it: The Company declared war on this union and this membership with their close out proposal. The demands for concessions during a time of consistent record breaking profits shows a new level of contempt for those of us who keep this airline flying. The show of solidarity from our fellow Teamster members raised a great big middle finger at the company. We need to continue this and raise the other hand in defiance as well. We have just begun our struggle and will continue with an aggressive campaign against the company until they give us what we truly deserve: An Industry Leading Contract
We continued the first part of the day re-establishing our processes, strengthening our communications chain, and planning on how to best battle this company’s blatant lack
of good faith bargaining with this membership. We spent some time strategizing our upcoming demonstrations. When you hear of future rallies, do your part and show up. Its fun to direct our years of pent up frustration with this Company right back where it belongs.
The rules of engagement in our battle for decency have changed. We ended this first day with a conversation on how these changes would affect how the committee will proceed. We spoke about different ideas and general housekeeping efforts, all with the idea of maintaining the momentum YOU created.
The second day started with a conversation on the different thoughts and opinions from across the system. There were a variety of reasons for the “no” vote. Thoroughly vetting and understanding these reasons is the best place to begin building a new proposal. It is important that we take the time to weigh in with as many opinions as possible. What might not seem important to one group at the moment may prove invaluable at a later date.
A Principal Officers meeting was held at the International Brotherhood of Teamsters Headquarters in Washington D.C on February 17th to discuss how to go forward. A brief description of the outcome was given to the negotiating committee. This will be shared with the membership in the coming days.
A 93% NO vote from this membership was a shocking blow to the companies’ fictitious view of an industry leading agreement. But this was just the first step. The company minions are hitting the ground at all stations gathering intel to try to continue their delusional fantasy of forcing another substandard agreement upon this membership.
